1. Name.

1.1 The organisation shall be named The Bushey Forum. For this purpose Bushey is defined as the area covered by the electoral wards of Bushey as defined by Hertsmere Borough Council.

2. Objectives.

2.1 To safeguard and wherever possible to improve amenities and to conserve and enhance the environment of Bushey, thereafter:

2.1.1 To provide a forum for discussion and debate on matters of interest to Members.

2.1.2 To provide a forum for discussion and debate between Members and Public bodies or Authorities exercising jurisdiction over Bushey and to take action as may be regarded desirable.

2.1.3 To promote good neighbourly relations amongst residents through social activities and any lawful action to promote these objectives.

3. Neutrality.

3.1 The Bushey Forum shall remain strictly independent of political and religious bodies but shall not be prevented from accessing support of such bodies for the attainment of its Objectives.

4. Membership.

4.1 Membership shall be open to businesses and organisations (not religious or political) located in Bushey and to individuals living in or having close connections with Bushey and supporting the Objectives.

5. Subscription.

6.1 The annual subscription fee shall be £5 for individual members,  £10 for family membership (maximum of 4 persons per dwelling) and £10 for Businesses and Organisations.

6. Management.

6.1 The affairs of The Bushey Forum shall be managed by an Executive Committee to include the following Officers:

Chair

Vice Chair

Secretary

Treasurer

6.2 A quorum for an Executive Committee meeting shall be three persons.

6.3 The Treasurer shall be responsible to the organisation for all monies.

6.4 The Treasurer shall submit a statement of accounts to the Annual General Meeting.

6.5 The Executive Committee may appoint any necessary working parties of which one must be a member of the Executive Committee.

7. Meetings.

7.1 The Annual General Meeting shall be held as early as possible each year, for the purpose of receiving the report of the Executive Committee and to re-elect new Executive Officers.

7.2 A quorum for the Annual General Meeting shall be 15 Members. For practicality the Annual General Meeting shall be followed by an Ordinary meeting. Further Ordinary meetings shall be held in May/June and September/October, ideally on the 3rd Tuesday of the month.

7.3 Any notice of motion must be received by the Secretary at least four weeks before the date of the Annual General Meeting. A minimum of two weeks’ notice of the date of Annual General Meeting is to be given to Members.

7.4 Meetings of The Bushey Forum may be called by the Executive Committee at its discretion by giving not less than 14 days’ notice to Members.

7.5 A Special General meeting of The Bushey Forum may be convened by the Executive Committee at its discretion or upon receipt by the Secretary of a request to that effect by 15 or more Members, providing that such request states the purpose of the meeting and formulates a resolution for consideration which shall be the sole business of the meeting. A minimum of seven days’ notice must be given to Members.

7.6 An entrance donation of £2 will be requested of non-members attending any meeting.

 

8. Examiner.

8.1 An Examiner, who shall not be a member of the Executive Committee, shall scrutinise the statement of accounts prior to submission to the Annual General Meeting at least once every three years.

9. Funds.

9.1 The funds or any profit shall be used for the purpose of the Organisation only. All cheques to bear the signature of any two out of four Officers.

10. Amendment to the Constitution.

10.1 Existing rules can only be amended or rescinded at an Annual General Meeting or a Special General meeting.

10.2 Any alteration must be supported by two thirds of those present and eligible to vote.

10.5 All questions as to interpretation of the Constitution shall be referred to the Executive Committee whose decision shall be final.

11. Disbanding of The Bushey Forum.

11.1 In the event of The Bushey Forum disbanding any remaining funds shall be donated to one or more Bushey charities registered with the Charity Commission.

11.2 Decisions concerning these donations must be approved either by a majority of those voting at the final meeting of The Bushey Forum, or, in the event of disbandment without a final meeting, the decision shall be taken by the Executive Committee subject to a quorum of three members.

11.3 If the Chair of the Former Bushey Forum is not present, those attending that Executive Committee meeting will elect one of their number to act as Chair.

11.4 In the event of a failure to obtain a clear majority, the Chair will have a casting vote.
